In North Carolina, when County Boards of Elections are unable to unanimously pass an early voting plan for their county, the State Board of Elections must determine the early voting sites and hours for that county. This mapping tool uses the 2022 General Election early voting plans as a comparator to illustrate changes in early voting plans or plans supported by the majority of election board members in counties where the board could not reach unanimous agreement. This tool was built using publicly available information obtained by Southern Coalition for Social Justice as of the date last updated.

Using the Early Voting Site Changes Map
The search bar in the upper-right corner allows you to locate an address, city, or place. This is useful for finding a specific county or voting area.
The layers tab is where most of the analysis takes place. Users can view the 2026 early voting plans and Sunday early voting layers at the same time, as they are both on by default when the map first opens. Because multiple layers can overlap, it is often easier to compare information by enabling only two or three layers at a time. However, demographic layers are best viewed one at a time.
The measurement tool at the top right gives the capability to calculate distance, area, and latitude/longitude coordinates. A single click establishes a starting point, and double-clicking the destination will calculate the distance between the two points.
